Background:

Charlotte Harper was born in 2359 on the Federation Colony world Telana Minor. Her mother Cassandra was a political aide with a promising career; her father Matthew stayed home to raise Charlotte. Although her parents had wanted a larger family, Harper remained an only child.

 

In 2372, when Harper was 13, her mother was elected to the colony's governing council, and the family moved to the capital city, New Providence. New Providence was a moderately busy spaceport, housing a small Starfleet supply depot utilized primarily by cargo ships.

 

Harper entered Starfleet Academy in 2377, when the Federation was still reeling from the Dominion War. Located deep inside Federation space, Telana Minor had been spared the worst ravages of the Dominion War, but tensions ran high even there. Harper knew how badly ravaged the fleet was, and the sense of civic duty instilled in her at a young age led her to join Starfleet.

 

At the Academy, her instructors noted her tactical and strategic skills, as well as a certain penchant for unorthodox problem-solving, and encouraged her to enter the newly expanded Marine training program. Previously Starfleet had few Marines, preferring to leave all but a scant handful of specific assignments to regular Security forces. The Dominion War caused that policy to be rethought, and the Marine Corps was to be massively expanded between 2374 and 2380, after which it leveled off. Many cadets who, like Harper, had not originally envisioned entering that branch of service were encouraged to do so during this time period.

 

After graduation, Harper entered a two-year program designed both to provide additional training and to help Starfleet determine the best ways to utilize its new and growing Marine forces. Following that program, she spent three years at outposts along the Cardassian border, dealing with the aftereffects of the war. She also did tours on the U.S.S. Kyushu and at Starbase 247.

 

In 2391, Harper was tapped to be part of the advance force backing the Galae against the Tal Shiar. For almost three years she served with the allied forces retaking Romulan territory from tr’Llhvae control. In 2393, at the battle of Romulus, Harper was severely wounded and was subsequently placed first on medical leave and then in a teaching assignment while completing her recovery.

 

While on Earth, Harper became involved in the Prometheus project, and although cleared for active duty, opted to remain with the project in anticipation of a command position. With the completion of the ninth Prometheus-class vessel, the U.S.S. Agincourt, Harper was offered the position of Marine Commander and Executive Officer.
