The Manticore is in orbit around Proxima Centuri, above the Former Lincoln Outpost.  The Outpost has been under quarantine here for 10 years, ever since an "attack by the Romulans" and a followup visit, too late, by the USS Aries, with a young Atragon-9 as the XO.  The mission is to land on the planet and find out what is truly happening, after 10 years of isolation.
