Tachyons probably don't exist. Positrons might, but they are essentially positively-charged electrons. There is no way Data's "brain" could be based on them.

BTW the "positronic" brain idea can be blamed on Isaac Asimov in the 40's. He thought it sounded cool. http://en.wikipedia.org/wiki/Positronic_brain . Some bad science is not attributable to Star Trek :-)
