"Climax"

Tovek's shuttle landed long time ago, the council had begun contemplating the decision of engagement. This meeting was secure, every one's identity checked and confirmed, so secure, the outer councilors were not invited, only the top governors and military officers were in the chamber.

 

In the chamber, only a band of 15 Vulcan officals, excluding Tovek's party, were present, 4 for military, 3 for science, 5 highest ranking Governor officials, and finally the 3 highest ranking Tactical planners. The ensign pilot, the sub commander and Tovek were the other three Vulcans in the chamber.

 

It was an quiet period of time, Tovek had explained the explosion and the destruction of the T'Kel ... and the Andorian device. The military officials were shocked but not surprised, shocked that the Andorian military would go to so far trouble just to destroy a single Vulcan ship. The Tactical planners pondered and conversed with eachother, the science officials studied the remains of the device and data. Tovek and his 2 officers said nothing, thought nothing.

 

The period was over. The chamber fell quiet. The speaker stood up. He was elderly and one of the oldest governors alive on Vulcan. He spoke with a deep coarse voice, however intelligable.

 

"So it would seem after hours of inspection, that this is indeed an Andorian device in origin, Dr. T'rith has confirmed that with out error, also with confirmation from the Engineer aboard the T'Pa." He nodded to the doctor and to Tovek.

 

"After speaking with the military and tactical Officials, we've concluded that the Andorian military may be attempting a Military Campaign against Vulcan, and perhaps Earth as well. It may be a possibility that it was another major power that tried to hinder our operations to protect the Terrans. For example the Klingons."

 

"Or Romulans ..." Some one said in the Military section.

 

"Agreed, however we have no evidence of that. It is peculiar for the Andorians to go through such troubles to destroy the T'Kel, with out hiding their "device". Andorians maybe at war with us, however they are not stupid. Therefore, Admiral Sovan concluded that the centeral motive may not be the Andorian." He paused to let the message sink into their minds.

 

"to dispose this idea, Ambassador Tovek has agreed to arrange a deplomatic relation with the Andorian ambassador." The chamber murmered.

 

"I know we have our doubts about this, however it is Not logical to despose this theory, we will attempt all theories and proceed nonviolently as possible. I concur with out governors that this Should not end in bloodshed. But if they do choose to attack us, we will respond with equal force. As a procaution. Our military will become active around the Homeworld and in the sol system." He looked at Admiral Sovan.

 

"No attack shall be initiated upon An Andorian vessel, Armed or otherwise, Not even when come underfire. This will confirm our suspecisions that It was the Andorians. Then a full scale war will be inevitable."

 

"You all have your orders, Ambassador, proceed with your deplomatic relations as soon as possible." Tovek nodded.

 

"I sincerely hope, that this will end with out bloodshed. Thank you all for attending. Council is hereby dismissed."

 

The Vulcans gathered then Chamber was empty.
