Increased Vulcan fleet movement has been detected, as well as increased activity among Kling'hanssu and Andorian fleets.

 

I believe this is a signal that the Lloann'na Military Build Up is creating instability between Alpha Quadrant Powers. Initial reports from operatives with in the Vulcan government support this theory.

 

Request permission to step-up terrorist activities with in Vulcan government and planting evidence of Andorian activity, will wait for further instructions.
