The Manticore has arrived at Citadel 18, where intelligence has been alerted to a possible threat. An away team has landed on the planet near an ordnance testing area. The weapons being tested are too advanced for the population's current stage of development. A member or Starfleet Intelligence, Col. Kurtz, has been spotted with the local militia running the tests and Col. Eason is NOT happy to see him.
