Quintessa offers Lts Daena and Phoenix the chance to use the neural interface to create a life-like image of anyone they're thinking of. They are led into a room with unusual nontransparent walls. They eventually agree to sample the neural interface technology - but only under monitoring by tricorder.

 

Cpt Lo'Ami, Cmdr Alces, and Lt Black learn that the energy system is controlled by powerful and reclusive Engineers, who are revered by the citizens of Aether. The daily maintainance tasks are performed by temporary conscripted labor ("interns"). Each crew only knows how to maintain a small amount of the process, but only the Engineers understand the whole inner workings of the system.
