Official Request for Relocation

Sorry for the lateness!!

TO: Ferengi Commerce Authority

Ambassador Drankum

Treaty Partners

CC: Captain Muon Quark

Aegis Diplomatic Corps

FROM: United Federation of Planets

RE: Request for the relocation of Sky Harbor Aegis

Please find attached a request the proposed addendum to the Treaty of Aegis. Also I am sending the UFP's official request to relocate Sky Harbor Aegis.

In accordance with the proposed addendum to the 2376 Treaty of Aegis, the United Federation of Planets is hereby requesting to relocate Facility 30218-UKRFCB, otherwise known as Sky Harbor Aegis. It is the opinion of the UFP and other agencies that the mission of Sky Harbor Aegis has been fulfilled and that it is time for a change in that mission.

The Cardassian government has requested the removal of Sky Harbor Aegis from Cardassian space. It is the opinion of the Cardassian government that their people can continue the rebuilding of their homeworld without Sky Harbor Aegis looking over their shoulder. The UFP is of the same opinion. If Cardassia is to one day join the UFP, this would be the next logical step towards that goal.

The UFP realizes there are numerous details that need to be worked out with the Ferengi Commerce Authority and various other agencies however, the UFP feels that an equitable compromise can be reached by all.

The UFP is requesting a meeting of all agencies to be held on Sky Harbor Aegis to review the addendum and the request to move the station. The UFP requests that an agreement and consensus be reached by all agencies no later than stardate 081508 (two weeks from now).

The new location has not been determined yet but the UFP and other cooperating agencies hope to reach a decision with the next month.

Regards,

Adm Johansen

Starfleet Command

United Federation of Planets.

Re:

Official Request for Relocation and attachment

Mr. President,

The Government of the Ferengi Alliances confirms receipt of a document requesting relocation of Facility 30218-UKRFCB as referenced in The 2376 Treaty of Aegis, hereinafter also known as Document A, as well as an attachment. After an exhaustive and through review of the document:

- The Government of the Ferengi Alliance is greatly concerned by the nature of this request. Article 14, section 1, clearly states that Facility 30218-UKRFCB "shall remain under ultimate civil authority" regardless of any evolutionary capabilities. This request was received from a Cooperating Agency of the Governments of the United Federation of Planets, as indicated in Article 4, section 1, and not the Governments of the United Federation of Planets itself. Concerning is that this request was received from a Cooperating Agency that has been designated in other Agreements as a military authority.

- Recognizing this Agreement clearly indicates that the Governments of the United Federation of Planets, acting thru their designated Cooperating Agency Starfleet Command, is responsible for items listed under Article 7, section 2, including operational management; the Government of the Ferengi Alliance cannot find legal authority for this request to be originating from the Cooperating Agency itself since the authority necessary for such a request has not been given to it in this Agreement.

- Assuming the civil authority of the Governments of the United Federation of Planets will be promptly resubmitting Document A and any attachments, the Government of the Ferengi Alliance in good faith will not offer an official reply but take this opportunity to provide items for consideration by the Governments of the United Federation of Planets before resubmitting Document A. At such time a revised Document A and any attachments is received, the Government of the Ferengi Alliance will promptly provide a response as required in this Agreement.

- The Government of the Ferengi Alliance wishes to recall to the Governments of the United Federation of Planets that Entry into Force under Article 22, section 3, paragraph A, of this Agreement did not require ratification by the Provisional Government of the Cardassian Union.

- The Government of the Ferengi Alliance wishes to recall to the Goverments of the United Federation of Planets the Agreement fails to provide under Article 1, Article 6, Article 7 or anywhere else provisions for the relocation of Facility 30218-UKRFCB given the object and scope of the overall program.

- The Government of the Ferengi Alliance also takes the current opportunity to remind the Governments of the United Federation of Planets that internal political decisions or future goals, specifically those dealing with any absorption of the Provisional Government of the Cardassian Union into the Governments of the United Federation of Planets, is indeed an internal matter minus external legal obligations. These plans and goals have no bearing on The 2376 Treaty of Aegis, its scope or objectives, minus legal obligations and it would be wise to keep internal matters away from public discussions.

- The Government of the Ferengi Alliance, extending all courtesy to the Governments of the United Federation of Planets, shall ignore all included addendums that followed Document A and looks forward to their prompt legal resubmission. It is hoped the contents of this response will be seriously considered prior to resubmission.

Signed,

Ambassador Drankum

Re:

Official Request for Relocation and attachment

Ambassador Drankum,

I hope this correspondence finds you very profitable.

Be advised that the request for relocation of the station and the addendum to the treaty does indeed come from the United Federation of Planets, who is a cooperating agency and government of the Aegis Treaty. Admiral Johansen is acting as the official representative of said agency so the request and addendum stand as is.

To date, all other agencies have granted informal approval of the request and the addendum with the exception of the Ferengi Commerce Authority. Please let me know if there is anything I can do to assist with that endeavor.

Respectfully and profitably,

The President of the United Federation of Planets

Re:

Proposed Amendement to The 2376 Treaty of Aegis

Mr. President;

The Government Ferengi Alliance confirms receipt of the proposed amendment, hereinafter also known as Amendment 1, to The 2376 Treaty of Aegis. After an exhaustive and through review of the recommended addition:

- Recalling this Agreement states the objective and scope of this project, under Article 1, section 1, Facility 30218-UKRFCB is to serve "to enhance the scientific, technological, commercial and other uses of space while providing all means possible for the reconstruction of the Cardassian Union."

- Recognizing this Agreement clearly states that all claims to ownership of installed elements and equipment by the Party States was surrendered after successful completion of the space station in accordance with Article 6,

- Recalling damage sustained to Facility 30218-UKRFCB since 2376 falls under the jurisdiction of: Article 10, which states "each Allie shall be responsible for providing material and logistical support for sustaining the functional performance of elements it provides" and Article 15, section 1, which states "each Allie shall bear the costs of fulfilling its respective responsibilities under this Agreement."

The Government of the Ferengi Alliance is unable to bring Amendement 1 up for consideration for ratification at this time. We will continue to further review the suggested text until such time we believe an informed decision by our government can be made.

Signed,

Ambassador Drankum

Diplomatic Representative for the Grand Nagus

Government of the Ferengi Alliance

Re:

Response To Amendment 1

Upon further review of Amendment 1 to The 2376 Treaty of Aegis as proposed by the Governments of the United Federation of Planets, the Ferengi Alliance has hereby found:

- Amendment 1 to be in clear violation of Article 14(1) which recognizes that Facility 30218-UKRFCB with its evolution shall have its operation and use include the assisting and production of security and material support for the reconstruction of the Cardassian Union;

- Amendment 1 to be in clear violation of Article 14(3) which requires that any amendments must be consistent with the overall program, understood under Article 1 to include providing all means possible for the reconstruction of the Cardassian Union;

- With it's handling of the said amendment, the United Federation of Planets to be in clear and substantive violation of Article 14(3) as no evolution study has been performed by the Allies;

- The United Federation of Planets to be in clear and substantive violation of Article 14(5) since no prior agreement has been agreed to by the Partner States that is consistent with the overall program since an operational impact would take place due to Amendment 1;

- The United Federation of Planets to be in clear and substantive violation of Article 20(2) as prompt official notification of such a proposal was not provided to other Partner States in a timely fashion;

- The United Federation of Planets to be in danger of substantive violation of Article 6(1) with acts assuming direct ownership of Facility 30218-UKRFCB, with ownership surrendered upon activation of the facility and a failure to abide by managerial responsibilities as listed in Article 6(3) to support the Ownership clause;

As a result:

- Recognizing the analysis confirms numerous violations to Article 14 and danger of violations against Article 6 of The 2376 Treaty of Aegis by the United Federation of Planets;

- Recalling the Government of the Ferengi Alliance maintains the rights and obligations as the Depositary under Article 22,

- The Depositary hereby finds that Article 14(7) now applies as an evolution to the operational impact of the Space Station has occurred that fails to meet the requirements of Article 1, Article 14(1) and Article 23 was not completed and therefore not utilized. As a result, all Partner States are now informed that the Agreement is considered withdrawn by a majority of Partner States by default this date;

- Under Article 24(5) a withdrawal by a majority of Partner States hereby automatically voids the Ownership clause of this Agreement and ownership of Facility 30218-UKRFCB is hereby transferred to the Depositary for its object and scope.

Therefore:

- The Government of the Ferengi Alliance, acting as the Depositary of this Agreement, hereby acknowledges receipt of ownership of Facility 30218-UKRFCB.

- The Government of the Ferengi Alliance hereby requests and requires all operational personnel of the United Federation of Planets, Bajoran Government and Cardassian Union to immediately surrender control of the space station to representatives of the Ferengi Alliance, departure from the space station pending the Governments of the United Federation of Planet's obligations to provide training and logistical support for the continued maintenance of installed elements.

- This request is to be executed within twenty-four hours of transmission and/or delivery of this message.

- The Government of the Ferengi Alliance will do everything within its power to maintain compliance by the Partner States with the provisions of The 2376 Treaty of Aegis that was signed in good faith by all Parties, including Article 14(7) and Article 24(5).

Signed,

Ambassador Drankum

Diplomatic Representative for the Grand Nagus

Government of the Ferengi Alliance
