Security Record:

Brian Riley never completed his degree from GW University. In 2377 he was at Risa, participating in a conference on Non-Human Impressions of and Corollaries with Earth History when he disappeared. According to security reports, he was last seen on the third day of the conference in the company of a tall dark haired woman.

Over the next three years there were unconfirmed reports of an individual matching his description seen in known smuggling enclaves.

In 2380 Brian Thomas Riley was apprehended by the crew of the USS Samuel B. Roberts while attempting to smuggle proprietary Starfleet technology and equipment out of the Chin'toka Reclamation Facility.

During the trial he refused multiple deals to cooperate with Federation Security in breaking up several smuggling rings. Because of his uncooperative attitude, Brian Riley was sentenced to five years of incarceration at the Auckland, New Zealand penal colony. After a year and a half of exemplary behavior, Brian applied for and received an early parole. A condition of the parole was that he apply to Starfleet Academy, with the idea that the structured environment of the Academy might help him become a more responsible citizen of the Federation.

 

Academy Record:

 

Brian Thomas Riley graduated seventeenth in his class. He was also flight lead of his class' Nova Squadron.

 

During the self defense segment of his Academy training, Cadet Riley refused to learn the standard combat styles that were taught. He preferred to use an uncommon, open handed combat technique which he claimed to be an ancient Orion martial art. His trainers reported it to be an effective combat technique, although were concerned about its focus on lethal strikes.

 

While Cadet Riley has been an exceptional academic student and an invaluable member of the Academy Flight Team, he has shown a pattern of bending and breaking rules to suit his own needs. An abridged listing of his violations of the Cadet Code of Conduct follows:

-4 incidences of being off Academy grounds without authorization

(there are many more suspected but there is insufficient evidence for disciplinary purposes)

-5 incidences of speaking to an upperclassman in a tone unbecoming an officer.

-3 incidences of possessing personal items not allowed in cadet quarters

-1 incident of selling items not allowed in cadet quarters

-1 incident of attempted tampering with Academy security systems

In all occasions Cadet Riley accepted punishment without complaint or protest.

Take note that most of these incidents occurred during his freshman year. This begs the question of whether Cadet Riley had a difficult adjustment period and mended his ways, or just got better at avoiding being caught.

 

Psychological Report:

 

any psychological evaluation is dependent upon the openness of the subject to discuss his or her experiences and history. Mr. Riley has shown obstinate reluctance to discuss any part of his experiences between his disappearance from Risa and his arrest by the USS Samuel B. Roberts. This may be due to a worry of self incrimination. As to his current condition, Mr. Riley shows inherent confidence in his abilities that sometimes borders on cockiness. He has also displayed a pattern of disobedience to any order he views as unfair or unjust. On that same level, he responds to most command authority with a high level of competence and rapidity. Curiously, this combination of highly competent ability and calculated disobedience has earned him something of a celebrity status with many underclassmen.

 

Physical Report:

 

Brian Riley is in fine physical shape for a male human of his age and stature. He has some small scars on his arms and torso but has refused to identify their origin. There are no congenital diseases shown in his genetic workup and no sign of any acquired illnesses that may cause future medical problems.

 

Medical Addendum:

 

Brian Thomas Riley is a Psi-null. An extremely rare condition, the Psi-null's neural frequency has a peculiar attunement that makes it extremely difficult for most known telepathic species to read his thoughts or detect his emotions. This condition also manifests itself in a difficulty of normally tuned medical scanners to give accurate data involving brain function. The CMO of his assigned vessel or location should contact Starfleet Medical for consultation and advisement involving modification of diagnostic scanners.
