Under separate cover, Starfleet Camelot Station has sent a war warning to Starfleet Alpha Quad. This note is to confirm the evidence is real. Scopiad fleets have been directly observed assembling near the wormhole entrance. We also have direct word from a source within the enemy fleet.

 

This might possibly be a feint. The fleet might be assembling for an attack elsewhere. This is doubtful. There is not target in the vicinity of the wormhole worthy of the force being assembled.

 

Under separate cover, there are technical specs for fitting graviton charges as torpedo warheads, and tuning ship phasers to a new very heavy stun setting. The graviton charges have been shown to disrupt Scorpiad phasing ability, to force them into einstein space and impulse drive. The slightly more potent mine form of graviton charges has proven very effective. We have not yet attempted the reduced size charge that can be fit on a standard torpedo. Volley fire might prove necessary.

 

I have provided two versions of the Very Heavy Stun phasers. The hardware and software version is battle tested. The software only version is less ideal. Phaser - shield interactions may be a problem. However, if the Scorpiad effort is launched as soon as the muster is complete, you may not have time for the hardware refits.

 

I have not had time to evaluate the psionic amplifier approach. It has not been battle tested.

 

There is a political problem as well. The Founders are missing. We now have separate embassies for The Founders and The Hundred. The Hundred seem not at all eager for it to be known that The Founders are missing, and thus the agreements that ended the Dominion War violated.

 

There is currently an agreement of convenience. (Captain Corizon is more blunt in using the word 'blackmail.') The Dominion combined forces, seemingly under the control of the Hundred, are cooperating with the Alpha Quad powers in countering the Scorpiad. In return, the Federation at least is keeping quiet on the disappearance of the Founders.

 

It seems proper and required to inform the Council, or at least the security subcommittee, of the missing Founders. However, it would be most convenient if the current arrangement be allowed to continue, at least as long as the Scorpiad threat is real. The risk of silence is that the delay will further establish the authority and position of the Hundred. The risk of speaking prematurely would be the loss of Dominion cooperation in the current conflict.

 

By my evaluation, Dominion cooperation is essential to the balance of power.

 

This message is being sent through a Dominion long range communications channel which is in itself a violation of treaty. Somehow, it doesn't seem prudent to insist on it being shut down.

 

My original primary charter has remained idle. We have developed plausible alternate weapon systems which seem preferable to subspace weapons. Thus, we have not developed and tested the proposed wormhole closing device. Admiral Day, Captain Corizon, myself and other senior officers stationed at Camelot fully concurred in this decision with no dissenters. Scientific and engineering efforts were focused on VHS phasers, graviton torpedoes and the psi amplifier.

 

If these new weapons do not prove sufficient, we do not have an operational subspace wormhole closing device ready to seal off Gamma Quad.

 

The current intent is to launch a preemptive allied attack to prevent a Scorpiad strike through the wormhole. Federation, Romulan, Klingon, Dominion, and Vorta forces are seeking a decisive battle. Hopefully, at the very least, we can buy you sufficient time to implement the weapons modifications. Given the modifications, we have reasonable hope for success. However, they are still untested. I would strongly recommend expediting weapons upgrades to the DS9 area fleets.
