What planet is the Academy on? Or is there Academies on more planets than one? Is there one on Earth?

As far as we know the only academy shown on TV or movies is on Earth at San Francisco and I'm sure that's where STSF's "academy" is played out but that really doesn't have any thing to do with your character's bio. I would imagine it would be impossible to funnel every officer in Starfleet through one facility on one planet.

 

I've seen some characters bios that said they went to the academy on Andoria and on Betezed before and that one character had actually never set foot on Earth before.

In canon trek, Starfleet Academy is in San Francisco. Although it may be implied that all cadets went through there, I don't think canon Trek says that there are no Academy affiliates elsewhere in the Federation.

 

STSF's Academy doesn't really have a place, and it really doesn't matter too much where it is (if anywhere).

It would be safe to assume that there are probably academy campuses on most of the major planets in the federation.
