You misunderstand chain of command. Although it is indeed true that various civilian authorities make various policies for the continuing operation of Sky Harbor Aegis and other facilities throughout the UFP, Starfleet is in charge of running this facility and said civilian authorities defer to Starfleet for the continued operation of this facility. If there needs to be a change in standard operating procedures, the aforementioned civilian authorities (and Starfleet as well) will meet and then decide on the policy and then Starfleet will then send the policy to me. That is the chain of command. This needs to be in place or else I would have dozens and dozens of "civilian authorities" contacting me each day trying to tell me how to run this facility. I am also sure that most of those orders would contradict each other and chaos would reign.

 

For instance, the President of the UFP would never contact me directly (unless it was an extremely urgent situation) and tell me to increase my patrols in a certain sector. For one thing he doesn't have the time to do that with every single facility in the UFP. What he will do is look at various intel reports and then listen to the recommendation from his staff (which includes Starfleet) and then make a decision about the patrol area. That decision will filter down to me via Starfleet. Like it or not Ambassador but Starfleet is my direct chain of command and the civilian authorities should understand that and adhere to it. I'm sorry if that disagrees with you. I will discuss this no further.

 

Now with regards to Drankum. You are completely mistaken in your assessment. He is Ferengi. The only thing anyone needs to know about Ferengi is their desire to make the best deal possible. That is what his "fillerbusting" is about. Him and the FCA are trying to figure out how to get the most out the addendum and the relocation. It is nothing more complicated than that. Again, if the diplomatic corps would approach him from that standpoint, I assure you that talks would open immediately. As the Commanding Officer of Aegis and a Ferengi, I am in a "conflict of interest" with regards to the FCA and must rely on the diplomatic corps to "negotiate" with them and with Drankum. I also do not have the time. I can be available for a meeting here and there but the diplomatic corps must spearhead the talks. Be forewarned, however, no one can negotiate like a Ferengi.

 

Lastly, the Breen. Really Ambassador, do you actually believe that the UFP and Starfleet are mounting an invasion into Breen space? Is your intel so sparse? Please review your intel concerning the Breen and then we can discuss them again when you have more information.
