On Arcadia, negotiations continue between the leaders of the Continental Alliance and Oceanis. Arcadia's probe through the portal returns, finding the endpoint (most likely where the ants are coming from) far away from their current location between the Alpha and Beta quadrants. While the two sides of Greenia's war meet in an Arcadia briefing room, Arcadia crew tries to figure out where the ants are coming from. While sending a probe through the transdimensional portal, ants begin pouring into Arcadia.

On an unnamed planet, long ago and far away, an engineering/scientific meeting takes place where a technology is presented that turns thoughts into material objects, with the missing details filled in by artificially intelligent computers. An Arcadia away team completes the rescue of the Continental Alliance Prime Officer and his entourage. Meanwhile, Oceanis' Queen has gone too deep underground and can't be accessed by transporter. An away team is beamed nearby to find her. Meanwhile, there is evidence of an ant invasion elsewhere on the planet.

Arc's away team finds a trap door in a clearing on Greenia. They find that they are being watched by cameras. The orbit/navigation irregularities that are Arcadia is experiencing are traced to the device that Dana is examining in engineering. The Greenian submarine crew who were beamed aboard Arcadia are treated in sickbay. They are confused, thinking that they are dead. They are surprised to hear that "Hegan" is the second in command. The sensor jammer is found on the surface of the planet, and presumably is the location of the Prime Officer of the Continental Alliance. ROS December crew is beamed up to Arcadia, taken in for medical treatment; thinks they're dead. All of the planet's powers detect the launch from December and launch their nuclear weapons at each other. Arcadia begins knocking them out from orbit. Arcadia sends an away team to investigate one of the sources of the strange encrypted transmissions that don't match the others on the planet. Meanwhile, the launch from ROS December is monitored. Oceanis' Naval Command Center was the control hub of most of Oceanis' military forces. There were boards showing the last known locations of all of Oceanis’ ships and Naval auxiliary equipment, monitors from radar stations scattered throughout Oceanis’ archipelagos, and a constant stream of information coming in from communications. The was a constant bustle of activity. The main control room was filled with tired, overworked officers and enlisted, each at an assigned duty station or delivering communiques between the stations or to the outside. All hands had been on deck for days. During the Equitoria Incident, the room moved from potential crisis to potential crisis. “High atmosphere contact detected from the northern Continent.” After some investigation, it was found to be the launch of a weather balloon. “Contact lost with Radio Station North 5. Resume contact or send disable signal.” And almost simultaneously: “Incoming unidentified aircraft. Profile matches long range bomber.” Begin actions to scramble fighters from the closest carrier. Coastal SAM batteries on alert. Attempt to identify the aircraft. Civilian Aviation reports that a large passenger jet with a broken transponder is flying in the area. Recall all offensive measures. “Contact lost with Radio Station North 5. Resume contact or send disable signal.” How long had that alert been going on? 6 minutes. Send disable signal. The automated orders had already gone out as if ONCC had been neutralized. Cancel those orders. Call roll on all ships to acknowledge the cancellation…. The surface ships acknowledge quickly. Most barely had time to process the coded message before receiving the cancellation. The subs were a different story. If they surfaced while the message was being broadcast, they would receive the errant orders; if they were undersea, they’d receive the roll-call only. It was only a matter of waiting until all ships had responded. Within the hour, all of the ships had acknowledged the roll call except one: the submarine ROS December.
