  1. WHAT AM I DOING HERE? An Ambassador Drankum Profitable Production Copyright © 2009, Drankum, LLC. It was loud. Too loud. The fact was that if the noise did not stop there would be consequences. Why would anyone allow such to be played? Who in their right mind was allowing this unprofitable junk? It needed to stop! It must stop. Then it did. With force he would regret later, the bottom of a fist slammed into the table. Three things immediately became clear. First, the noise had stopped. Second, his hand was hurting. Third, the noise had accomplished the goal of waking him up. What a way to start a Monday... In the course of the next hour, all attempts were made to resume sleeping. Different positions were tried, different methods utilized. However, the acts eventually proved a dismal failure and the reality of having to awaken to face the likely profitless challenges of the day became clear. Then, he sat up and glanced out the window. The stars continued to fly past as they had so many hours ago and a valid assumption could be made they were still at warp. The journey itself would take longer than he wanted but then again, it wasn't like he was having to pay for the fuel anymore. Then it really hadn't been a nightmare. The events of the previous four days really had happened, the faint attempt to assume that an evenings over indulgence had caused mental instability wasn't working. That is when the words and conversation had started to replay like a bad holonovel in his head. As the process of getting prepared for the day continued, the replay seemed stuck without any end in sight. The scene had been like thousands before it. A conference room, a fruit tray, people and humons around, with individuals holding an overstated view of their own importance jockeying for position about who would get to sit closest to the head of the table. Even at that point, Drankum had been bored with the entire affair and more annoyed than anything. There had been a clear promise he would be left alone, period. It was in writing, it was certified, the filing fee had been paid and it was official. Only one question remained...what in the name of the Great Depository was he doing at this meeting? Most of the players were larger than he had been in a long time on the galactic scene, something he had become less interested in these days. While he had met and even worked with a few during his period on the humon homeworld almost two decades ago, the vast majority the Ferengi only knew due to reports or news footage. Thus far he had counted at least half a dozen members of the Starfleet Admiralty and at least two members of the Federation Council. On the far end of the room was a Bajoran male whose name he could not recall, but Drankum had worked with almost a decade ago during initial discussions about creating a station near Cardassia. Then entered Equia...oh this was getting interesting. Equia was, by humon standards, a forty year old Ferengi female who had rapidly rose to power in diplomatic circles after the reforms of Grand Nagus Rom. She had served on Earth as the Chief of Staff to the Ferengi Ambassador for the last five years. In fact, the stock exchange was currently holding she would become the next Ambassador to the Federation Council with the suspected retirement of her boss in the near future. Although Drankum had never met her before, the female had a reputation worth commending...if you were in to that sort of thing. This caused an immediate calculation about the others in the room. Whoever that Klingen and Romulan already seated were, a good bet would be they received a pretty good paycheck each week. This meeting was about something and it wasn't how to optimize shipping lanes. Then it was called to order and mostly became a blur. Drankum's recognition of events had resulted in a timeline similar to certain types of anomalies. The meeting dealt with Aegis, so at least why he was here wasn't that much of a stretch. It was the sixth of such conferences since the end of last year. What an amazing fact, maybe they would throw a party when they reached ten? The meeting was to confirm a decision reached during another meeting, wonderful...when was lunch again? Following this, a series of remarks came out that made no sense to the zombie Drankum was attempting to keep from becoming. Decisions not to amend the minutes from the previous meeting were just so engaging after all.... At first, he was afraid that sleep had overtaken him. "It will be seen as a political maneuver that may not have any long term benefits," one had said. This was followed by comments about current disasters, future disasters and a prevention of them. The words "resolve towards future success" were mentioned several times by the Bajoran. This had prompted one of the humon Starfleet Admirals to question the concept with statements of "inability to cause more harm" mixed with something like "clear objectives of mutual interest." Somewhere along the line, the words "viewed as nothing but politics" were said...probably by the Romulan but he couldn't be sure. They did always mumble... Then, it was clear that someone had drugged him. The Klingon female in the room could not have just said that. No, that member of the Federation Council repeated it. This caused Drankum to sit up slightly and regain his focus. Wait a second...what was he doing at this meeting? No, what was he really doing at this meeting? This situation was changing quickly, too quickly. So he finally interrupted some pompous Admiral in the middle of reading what was probably his Academy dissertation on the effects of long term waste management systems and asked. It was not the answer he had even remotely expected. Now, four days later, the hope that some type of practical joke was being played had completely faded. If the conversation with the Grand Nagus had not helped to make that clear, the portfolio bearing the seal of Starfleet and the contents within did. Drankum really was entering a completely new...concept. He had come to retire, not to do...do...whatever this was it obviously had nothing to do with retirement! This was not supposed to happen, it was not part of the master plan of profit. The fact was, a new plan was going to be needed and quickly. He had just been handed a new business to manage. The problem was that throughout numerous humons and even the rebel Ferengi, he had made it his mission to criticize the plans of those running this business. How can one do that and then have to become...that person? He couldn't complain because he would be...oh Great Depository, what had they done...

Proposed Amendment: Recalling the existing object and scope of The 2376 Treaty of Aegis held as a primary requirement that Facility 30218-UKFCB would provide all means possible for the reconstruction of the Cardassian Union; Recognizing the rights of the Government of the Ferengi Alliance as the Depositary under Article 14 and 24 of The 2376 Treaty of Aegis; Recognizing the violations against the Object and Scope of The 2376 Treaty of Aegis under Article 1 and Article 14 which occurred as a result of Proposed Amendment 1 by the Governments of the United Federation of Planets (hereinafter also “Amendment 1”); Recognizing that violations by the Governments of the United Federation of Planets against Article 20(2) show a lack of proper clarification for timely communication between Partner States in The 2376 Treaty of Aegis; The Government of the Ferengi Alliance hereby proposes the following amendment to The 2376 Treaty of Aegis (hereinafter also “Amendment 2”): Article 1: Modifications Article 1, “Object and Scope”, section 1, sentence 2, at end insert – “This Space Station will also serve to provide for the mutual defense of the Allies, in accordance with any relevant provisions of this Agreement and the procedural mechanisms established therein, in order to protect enhancements made to the scientific, technological, commercial and other uses of space made during and after the reconstruction of the Cardassian Union.” Article 2, “Interstellar Rights and Obligations”, section 2, paragraph B, at end remove “or”; Article 2, “Interstellar Rights and Obligations”, section 2, at end insert – “d. Constituting the basis for asserting a claim to national appropriation over space previously not done so in other agreements. “ Article 3, “Definitions”, at end insert – “4. “reconstruction of the Cardassian Union” efforts including the reconstruction of physical, economic and political entities related to the Government of the Cardassian Union; 5. “mutual defense” actions taken in the a manner designed to provide for defensive action against aggressors, including possible necessary retaliatory actions needed to maintain defensive acts” Article 13, “Communications”, at end insert – “5. Should physical relocation of Facility 30218-UKRFCB occur in accordance with Article 14(1), amended, all Partner States responsibilities under Article 13 will remain regardless of location unless prohibited by law.” Article 14, “Evolution”, section 1, at end insert – “Peaceful and security purposes shall include the mutual defense of this Agreement for which this Agreement has entered into force.” Article 14, “Evolution”, at end insert – “9. Partner States, including the Depositary, agree not to utilize Article 14(7) in reference to Amendment 1 by the Governments of the United Federation of Planets or in any other formal capacity.” Article 2: Additions Insert the following new Article (25) – “Mutual Defense – The Allies, acting thru their agencies, shall have responsibilities which include providing for the mutual defense of the object, scope and Space Station itself, as defined within this Agreement. Approval of prolonged use of Facility 30218-UKFCB for mutual defense shall not require formal amendment to this Agreement. An Authorization for Use of Mutual Defense (hereinafter “mutual defense authorization”) must be agreed to by consensus of the Partner States and attached as support documentation to this Agreement; Partner States and the management authority are authorized to submit requests for mutual defense authorization in accordance with Article 20 and be entered into force under terms of Article 22; This Article does not commit any State to participate in a mutual defense authorization but does require fulfillment of obligations under Article 20 and other relevant provision of this Agreement. All mutual defense authorizations may be cancelled by two-thirds consensus of the Partner States. For the purposes of this provision, the Government of the Bajora shall be considered a “non-partner.” [*]Should the mutual defense be against a Partner State of this Agreement, a consensus of all other Allies must occur to place the aggressor into a state of temporary default to this Agreement. Any Partner State placed into temporary default of this Agreement shall be considered a “non-partner” under Article 9 for the duration of mutual defense authorization. Upon the completion of mutual defense against the Partner State in temporary default, this status shall be automatically voided; The Allies may find the State of the management authority in violation of this Agreement, by remaining consensus, if prolonged mutual defense uses are utilized without authorization and may be placed into temporary default under the provisions of this Article; [*]This Article does not constitute a mutual defense initiative outside the scope of this Agreement unless stated in other agreements.”

To: Cardassia Admiralty Court, Government of the Cardassian Union; Government of the Cardassian Unionn CC: Public Affairs Office, Government of the Ferengi Alliance; From: Ambassador Drankum, Representative of the Government of the Ferengi Alliance Re: Response Regarding Message 080829-22424 To Whom It May Concern: A diplomatic representative of the Government of the Ferengi Alliance was copied on a message received 080829-22424 dealing with issues involving the 2376 Treaty of Aegis, received under the subgrouping "Aegis Diplomatic Corps." The Government of the Cardassia Union, specifically the Cardassia Admiralty Court, is reminded that no legal jurisdiction exists for legal findings relating to this document. While the document itself was developed on Cardassia Prime, final ratification did not take place within its boundaries. Therefore, should any government wish to make legal claim to issues involving an international treaty, all interested parties would agree that existing international law must be utilized and a neutral court appointed in accordance with established treaty. For pure clarification reasons, and in the interest of showing proper respect to the Government of the Cardassian Union's judicial system, the Government of the Ferengi Alliance wishes to make clear several points. - The Governments of the United Federation of Planet's diplomatic representative attempts to imply that Article 14 "governs the addition of new equipment." The Ferengi Alliance requests the representative specify where that word appears in the specific article. An evolution of an item can take on many forms, some structural and others non-tangible. Article 14 fails to make any distinction between the two, making it the only guideline for any additional evolution. Capability also does not necessarily specify a tangible physical addition. The capability of the 2376 Treaty of Aegis is limited by the agreement's scope and purpose. This could be evolved as long as done so in accordance with the guidelines established under Article 14. The Government of the Ferengi Alliance wishes to point to Article 14(4) which clearly indicates evolutionary capability described above matches the definitions presented here. To quote: "Cooperation between or among Allies regarding the sharing of addition(s) of evolutionary capability, including modifications to object and scope..." With all respects, a clear reading of Article 14(4) shows that this section of the 2376 Treaty of Aegis clearly does control modifications to the object and scope. Therefore, evolutionary capability is supported to be both tangible and intangible modifications to the station by the agreement itself. - The Government of the Ferengi Alliance wishes to note that Article 14(7) does not say "is in the process of being utilized" rather uses a tone which clearly indicates the process must be complete. Furthermore, the proposed amendment itself is in violation of Article 14(1) as a relocation of the space station would preclude "assist(ance) and...security and material support for the reconstruction of the Cardassian Union." It is difficult for one to provide assistance if not even in close proximity. Furthermore, Article 23 was not utilized to provide changes to the requirements listed in Article 1 or Article 14(1) as no amendments were proposed that were consistent with the overall program. Therefore, the invocation of Article 14(7) under the terms listed in the message titled 08022A remain valid. The attempt by the Governments of the United Federation of Planets to put forth an evolutionary capability change that was not consistent as specified under Article 14(4), namely relocation of the facility which would classify as a modification to the space station's object and scope, is in clear violation of Article 1 and Article 14(1). Therefore, a failure to utilize Article 14(3) is in breach of this agreement and Article 14(7) applies. - The Governments of the United Federation of Planets fail to see the nature of the term "depositary" has no bearing on the present situation. There is no jurisdictional requirements as the agreement itself clearly states what will happen if an evolutionary capability of structure, object or scope occurs that is not consistent with the overall program. Therefore, Article 19 has no bearing on the present situation as it is not referenced in any way under Article 14(7). The power to declare Article 14(7) to be in effect is granted to all partner states in the agreement itself who entered it into force. No legal requirement exists as long as the conditions have been met as specified. - The Governments of the United Federation of Planets internal judicial regulations have no bearing on this document. - Finally, Article 14(3) clearly states that "coordination of the Allies respective evolution studies for the review of specific proposals for the addition of evolutionary capabilities shall be developed." The Government of the United Federation of Planets failed to officially inform any government an evolutionary study was being performed until after it was complete. In addition, all Allies must have the opportunity to perform an evolutionary study...an opportunity that was not granted. The Government of the Ferengi Alliance notes that if the United Federation of Planets is claiming to have performed an evolutionary study as they just have, they also admit that suggested modifications fall into the category of evolutionary capability. Communication by the President of the Governments of the United Federation of Planets has made it clear there are methods underway to look to the absorption of your territory into the Federation as a member world. Solid and clear clarification of this point must be made before further...contractual negotiations can even be contemplated. Confusion about this issue is paramount to the inclusion of Cadassian nationals on the message dated 080822A. The Government of the Ferengi Alliance can assure the Government of the Cardassian Union the purpose of the Ferengi Alliance merchant fleet near Facility 30218-UKFCB is to ensure the protection of our property. Nothing else. To that end, as you will see from our messages relayed previously to the President of the Governments of the United Federation of Planets, we are willing to realign our forces pending the immediate deactivation of offensive systems on the space station and that no other vessels of military stature approach. The Ferengi Alliance has valued the business transactions it has had with the Cardassian Union over the past four decades, increasingly in the last several years. We have no desire to conclude these transactions. Given current conditions, a direct meeting may not be possible prior to any general gathering as suggested by the United Federation of Planets. However, a following...hypothetical. Should the Government of the Cardassian Union not approach the space station with military vessels AND fail to grant clearance to vessels associated with Starfleet Command, the Government of the Ferengi Alliance would see no reason to include the Cardassia interests in this matter further. As a result, the reactivation of unrelated economical ties would be able to resume immediately regardless of the situation with the United Federation of Planets. This hypothetical is up for...joint revision in the event the earlier confusion about the nature of Cardassian relations with the Federation can be rectified. Signed, None

However, we do wish to reaffirm that we will do everything necessary to ensure all abide by the 2376 Treaty of Aegis and Article 24 of the stated agreement. A complete withdrawal of Ferengi Alliance merchant vessels currently providing security to our asset is not possible at the present time. Remarks from the Government of the Cardassian Union and claims on the neutral territory that surrounds the station by that government cause us great concern. We cannot find or see a possible way to guarantee that an attempt to damage the facility will not occur due to threats by the Cardassian Union. This being said however, the Government of the Ferengi Alliance will concede to the relocation of eighty-five percent, or forty-nine of the current fifty-seven vessels, near the station to the neutral transit lane approximately five hundred thousand kilometers from the space station. Of the remaining merchant vessels present, all will withdraw to a distance of no less than fifty-thousand kilometers and outside of what is often considered firing distance from the station within the confines of the neutral avenue. The stated relocations will be canceled if any military vessel from the United Federation of Planets or Cardassian Union bearing purposes other than diplomatic service or relocation of personnel attempt to approach Facility 30218-UKFCB. This is done in order to show our desire to allow for the safety of departing operational personnel and prevent further escalation of the current situation. This reallocation of our assets also does not preclude the arrival of additional Ferengi Alliance merchant vessels that may become necessary to the security of Facility 30218-UKFCB should conditions change. It is expected that consultation will be necessary in order to provide for a smooth transition of Facility 30218-UKFCB from operational control of Starfleet Command to the Ferengi Alliance. To that end, we agree to a meeting contingent on the immediate deactivation of all offensive systems on Facility 30218-UKFCB. No consultation is necessary given the violations that occurred, the nature of their attempt to evolve the operational scope of the station beyond its mandate and the listed repercussions within the treaty for such an act. The Government of the Ferengi Alliance requests clarification if, in fact, the Government of the Cardassian Union is now claiming that no neutral avenue exists to Facility 30218-UKFCB. If such is the case, this means an attempt by the Cardassian Union with withdraw from the treaty which would then violate Article 20 of the Termination of Hostilities Agreement between the Allied Powers and the Government of the Dominion and therefor create a resumption of previous hostilities between the Allied Powers and the Government of the Dominion, previously known to be in control of Cardassia Prime. The Government of the Ferengi Alliance wishes to note that no negotiations or evolutionary study took place prior to the introduction of Amendment 1, in clear violation of the 2376 Treaty of Aegis. Since the Cardassian Union clearly sees that negotiations were necessary, the Ferengi Alliance takes this as confirmation the violation did occur by the United Federation of Planets and supports the utilization of Article 14(7). The Government of the Cardassian Union is reminded that no financial of tangible assets exist within the fixed borders of the Cardassian Union which belong to the Government of the Ferengi Alliance. The closest asset is Facility 30218-UKFCB which remains in neutral territory. However, that due to extensive economical damage that was suffered during the Dominion War and the financing of projects including Facility 30218-UKFCB and Facility 30218A, large amounts of Cardassian assets remain active on the Galactic Exchange. In addition, a review of current conditions would find that no Ferengi nationals exist within the territorial control of the Cardassian Union. The Ferengi Alliance fleet currently placed near Facility 30218-UKFCB is in neutral territory that is outside the jurisdiction of the Cardassian Union. If the Cardassian Union is making a claim to this space, then they are also making an equal claim to the space station since no other Agreement outside of the 2376 Treaty of Aegis has ever been signed dealing with such. This also would violate the 2376 Treaty of Aegis, therefore clarification is requested. The Ferengi Alliance merchant fleet will abide by the territorial requirements of the Cardassian Union and remain within the neutral avenue established by interstellar law. The Cardassian Union is reminded to avoid financial threats and hostile language to which its still fragile economy will be unable to support. We believe that all would agree that a sudden devaluation of Cardassian currency against the latinum would be dangerous for long term stability. The Cardassian Union is reminded that they do not have a percentage interest in the actual operation of Facility 30218-UKFCB in accordance with Article 9(7) of the 2376 Treaty of Aegis. The Cardassian Union continues to have half a solar week to remove any and all operational personnel from Facility 30218-UKFCB. The Governments of the United Federation of Planets and the Provisional Government of the Cardassian Union are reminded that a neutral avenue for access to and from Facility 30218-UKFCB exists, as established by the previous 2376 Treaty of Aegis. This includes statements under Article 12, Transportation, and Article 18, Customs and Immigration. Therefore, claims by the Provisional Government of the Cardassian Union to the presence of Ferengi Alliance vessels within territory it controls are invalid. The Government of the Ferengi Alliance suggests individuals reexamine their starcharts before making such claims that could inflame the present situation. The Provisional Government of the Cardassian Union is reminded that although the 2376 Treaty of Aegis is currently in a state of withdrawal by a majority of partner states, they and other Partner States are still liable for responsibilities dictated under Article 17 and Article 18 as clearly shown in Article 24(6). Specifically, the neutral avenue for traffic to and from the space port remains free territory not under operational jurisdiction of the Cardassian Union or any cooperating agencies. Should the Provisional Government of the Cardassian Union desire to violate the neutral avenue and make claim to this territory, they are reminded of their current economical conditions. Specifically, the vast amounts of financial loans and commodity options belonging to the Cardassian Union that is active on the Galactic Exchange. It is the hope of the Ferengi Alliance that immediate payment of all outstanding loans, known to be in excess of the current financial value of the Cardassian Union, will not become necessary due to aggressive acts. Such an event would almost certainly lead to mass chaos on the interstellar exchanges and issues for the value of Cardassian currency. Claims to an impact of weapons against Facility 30218-UKFCB while operational personnel from Starfleet Command were still present is also incorrect. The growing tension around the space port Sky Harbor Aegis, orbiting within the home system of the Cardassian Union, reached a new pitch today when diplomatic maneuvering and use of a little read clause may have given the Ferengi Alliance complete ownership of the controversial station. Based on a treaty written close to a decade ago, Sky Harbor Aegis was touted as a way to help the Cardassian people rebuild from the horrors seen during the Dominion War. Privately, many circles also saw the multinational station as a way to prevent the Cardassian military establishment from reasserting itself the way it had during most of the 24th Century. In recent years, a growing movement within the local government reached a fevered pitch with calls to have the station removed. In an act designed to reduce tensions, Aegis itself was moved from direct planetary orbit to a solar orbit several years ago. However, if anything the act only intensified calls by many in the Cardassian government to see the station gone. Recent rumors have started to spread of a desire for increased ties between the United Federation of Planets and the Cardassian Union. Concerns for moving forward were so great that several weeks ago, an amendment to the treaty that founded the station was proposed that could allow it to leave Cardassian space all together. Support from most partners involved in the project was positive, with the exception of the Ferengi Alliance. Repeated calls for clarification from officials close to the Grand Nagus had gone largely unanswered. With a response deadline looming, several weeks ago sporadic reports started to surface of changes in Ferengi economic policy. Most starships belonging to their merchant fleet, made up of the D'Kora Class, failed to show up for regular deliveries. Things took an interesting twist when earlier this week, most trade routes controlled by the Ferengi Alliance were closed without any notice. The act has already caused supply problems on several worlds, including popular tourist destinations Risa and Haven. In addition, purchases on the Galactic Exchange have caused some to question motives with the Ferengi. At the close yesterday, the government had secured rights to eighty percent of the non-Federation durranium supply and forced takeovers of three of the five major public shipping companies operating in the Alpha Quadrant. The reason for these changes came today. At approximately 2215 Federation Standard Time, numerous offices of the United Federation of Planets and other governments received word that the Ferengi Alliance was calling upon a clause in the treaty that originally created Sky Harbor Aegis to claim the amendment proposed weeks ago actually voided the treaty. The official press briefing from Fereginar said that the "Amendment proposed by the Federation was clearly in violation of several parts of the treaty. The clause we were forced to enact today was originally made to keep anyone associated with the treaty from misusing the space station and keeping it true to its mission. So I ask you, how can something help rebuild the Cardassian Union when it isn't even in Cardassian space?" As if to prove a point, delivery of this information was promptly followed by the arrival of an unconfirmed number of Ferengi vessels around Aegis. Some reports suggest as many as 50 starships may now be parked around the station, with an demand to release control within the next day. At 2300 Federation Standard Time, the Office of the Grand Nagus froze all financial and commodity assets of several worlds with close ties to the Federation. These included Evora, Haven, Ithenite and Risa. This has caused some panic by the governments effected, with Risa authorities almost immediately announcing a temporary hold to all incoming traffic onto the planet out of fuel supply fears. One official on Haven spoke privately with FNN saying, "We are in the midst of a massive infrastructure upgrade. This would be the worst time for supply problems. The fact we are also financing much of this thru non-Federation sources is also starting to way heavily..." There are now unconfirmed reports the Ferengi Alliance may call in all outstanding debts from the Cardassian Union, possibly taking assets currently on the galactic exchanges as payment. The economic impact of such a transaction cannot be calculated nor ignored. Risa was great this time of year....well what in the name of all that was profitable was he saying? Risa was great anytime of year! That's why he lived on the planet! Well....that wasn't totally true. Yet, prior to the request for him to come out of retirement he had purchased a small place. Not too lavish, though the interior computer panels were laced with a high quality latinum synthetic. Drankum's time these days was spent reading reports and watching females. Despite the fact most species, even his own these days, allowed the opposite sex to wear clothing...on Risa that rule did not seem to apply. Perhaps that had been one of the reasons the planet was so popular within the Federation. Humons and those cultures they dominated sought a return to what they considered their barbaric past. Whatever the reason, their barbarianism was this Ferengi's dream vacation. The Ambassador had returned to Risa several weeks earlier. In the midst of the planetary evacuation of the Cardassian area, Drankum had seen no reason for him to remain. It wasn't exactly as if he wished to see one of his two so-called lifetime achievements explode. Though it had prompted the aging Ferengi to contemplate the logistics of creating another one....contemplation that was quickly dismissed after he had recalled the diplomatic headaches he'd had to endure. Since Aegis itself had since been found to be intact, the Drankum wasn't in a giant rush to return. He had decided that he was going to relax, something Patty had told him for years he didn't do enough of. While of course there was always room for more latinum, the Ferengi's profitable years were drawing to a close. He'd already been retired at least twice, seen one wife die, served as an Ambassador in several places, founded two successful bars, created a major trading route that profited three different governments including the Ferengi, overseen the construction of a seven government joint operation space station and the most amazing part is that he was still alive! It was quite....profitable.... Drankum chuckled and laughed, glancing at his cane and slowly standing. He looked at his left leg and shook his head, attempting to recall the finer details of an incident on a station called 'Starbase Aegis' that had resulted in his limp. As the computer prepared to take a dictation, Drankum saw a group of Betazoid females walk past his villa. "Short....must be short....," he uttered glancing out the window. The computer began.... "Dear Zog Gabrel of the Lakat Imperial Institute; You were quite blunt in your communique. That is a profitable trait, despite anything others will tell you. I will give you some advice, and against previous teachings, not charge you for it. Never be anything other than blunt. The universe will get too complicated otherwise. Regardless of feelings by the United Federation of Planets, the primary reason for the involvement of the Klingon Empire, Romulan Star Empire, Bajoran Confederation and numerous other governments was not to see that the persons of Cardassia Prime were brought back to a profitable existence. While some governments, such as the United Federation of Planets and the Ferengi Alliance, have always held a focus of attempting to assist in rebuilding efforts; we are but two in a multi-governmental alliance which has a claim to Sky Harbor Aegis. However, such mining operations would require a great deal of capital which my government may not have available at the present time.   15. "Reopening The Past." In humon terms, it had been June 13th five years ago. That had been the last time Drankum had boarded the station he was now on feeling the unprofitable things going through his mind. His posting to a Federation outpost had been designed as a final stint before retirement. He would open a simple establishment on the station, make some latinum, perhaps make a few deals on the side for the Ferengi Alliance itself and then retire on Risa. But as an old friend had told him long ago, plans always seem to fall apart. As Ambassador Drankum took in the view of the Starbase 405 Promenade, he found that all he could focus on were the ghosts. It was unprofitable to admit it, but the aging Ferengi had become attached to this place. He had become attached to it's people, to it's....humons. Even when he had attempted to retire over two years ago, he had expected this place to remain. Should he ever...desire it...he could return and all would be as it should. Yet, his eyes and ears clearly showed that was not the case. The annoying Major whom he had somehow grown attached to, Muldoon, was not approaching him to complain. Even when Muldoon had taken up a position in the Canar Government, and Drankum was the Trade Minister, he still complained on a routine basis. Yet even after he had left, there was always the robotic contraption Renc. The Lieutenant Commander humon wannabe had always been a mystery to Drankum, but he had known him to be one of the most reliable individuals on the station. Yet now...he too was gone. Even the mighty Vulcan he had somehow managed to call friend was gone. When Drankum had first come aboard, he was only a Commander and the First Officer. Before it was all over, he was a Captain and one of the few people the Ferengi trusted without question. It had taken a long time to realize, but it was indeed true. Drankum missed Captain Ears...Captain Sorehl. And then there was the mystery man, the Lieutenant who was still assigned to Aegis but the Ferengi had not seen for years. Spawn had been in security when Drankum arrived and somehow, over the years, had gotten himself into enough unprofitable situations to still only old the rank of Lieutenant. There was Hartle, who had come aboard after Drankum as an Ensign. By the time he left Sky Harbor Aegis, he was the Chief Engineer...and a Lieutenant Commander. Although often a pain in the rear for his inability to allow modifications to things, he had still been a familiar face. More familiar had been that of Ambassador and then Colonial Governor Joseph Briel. This had been the humon that for some reason, one Drankum still did not full understand, had asked him to become the Director of Canar's Ministry of Commerce & Trade. A unique individual, even by humon standards, he too was now a ghost. Of course there were more imagines that haunted the Ferengi, from giant bugs to boarding Klingons. Yet it was here that Drankum had established the Ferengi Trade Route through this area of space. Outside of what was soon to explode in orbit above Cardassia, it had been the crowning achievement of his career. Still in operation, it had served as a milestone in the Ferengi's life. However, it was not that profitable venture which continued to bother the Ferengi. As he took a few steps onto the Promenade itself, he half expected to see the station's first Klingon Captain peering over at him with untrusting eyes. But even then...HoD t'sara had been gone for a long time. Starbase 405 was indeed Starbase Aegis. The voices of those who had been here remained fresh in the Ferengi's mind. Yet it was clear Drankum, he was the last for a dying bread. He stood in the shell of what had once been one of the most influential Starbases in the area. Now...the building remained but the spirit was gone. Shifting his cane to the other hand he shook his head and glanced at Lieutenant Hawke.
