Within a minute, the ball of foil is the size of a marble and very dense. He exhales a breath he had been holding and the marble drops to the floor. The TK Index was formulated to rate the level of an individual's psycho-kenetic capabilities. A TKI of 0 is for normal humans (mundanes) with no such abilities; a TKI of 2 would be the equivalent of someone such as the 20th century Earth entertainer/telekineticist Uri Geller; and an example of a TKI of 3 would be the infamous Hazric Allaman of Altair 4, responsible for the "mystical" massacre of an entire indigenous race in 2214. Terrans with an Index of 2 were brought to Titan to begin the experimentation. Through therapy, focus exercises and chemical enhancement, most participants increased to a TKI of 4 (such as Atragon-9's parents.) Another focus of the project was to monitor and analyze the offspring of the original participants. The Belisarius project was halted 20 years ago for a myriad of reasons: lack of funding, no real military uses (TK is only useful at close range) and the extreme difficulty with TK-enhanced children. Welcome back to Expo 24/7, I'm Greg Exposition. Who is this fleet officer, why did he go rogue and martyred himself on Titan - and what exactly is the Starfleet Special Operations Division? There is a lot of history to dig through and many, many redacted data sources. As far back as the early 20th century and the US government's Office of Strategic Services through the European SIS, MI-6 and the United States' Central Intelligence Agency, there have been groups within groups who have a deep, dark purpose. Even in the intelligence gathering society, there are smaller subsets of initiatives ranging from skunkworks to Area 51 and wetwork initiatives. These all had the purpose of "protecting" the populace, but they worked under variable rules of morals, control, and engagement - and all under deep covers of secrecy. Into this world came a questionable but ambitious officer, who grew up in the Titan moonbase. Thanks to recently declassified records, we know that Atragon-9, was born into a family involved with the Belisarius Project. This project was attempting to develop and strengthen telekinetic abilities in humans and was halted when Atragon-9 was still a boy, due to lack of funding, results and stable test subjects. He graduated Starfleet Academy in his early 30s and was soon working on long durations, deep space missions and found himself the captain of a deep space search and rescue ship, the USS Manticore. During his tenure with this ship, he has been implicated in many crimes and disasters across the galaxy and was even implicated in the murder of the Consul General. Just how stable IS this man? It was later revealed that the Manticore and her crew were part of a small group of ships used by the Fleet for their... dirty work, hence furthering to support the reason for an unstable, morally questionable commanding officer. Recently, the Federation Council made the Special Operations division more public, but there is really a great deal that is not know about the fleet's Black Ops group. But here is what we DO know. Atragon-9, now an Admiral, but still commanding the Manticore, took R&R from his ship a few weeks ago and no details were registered with fleet HQ - our own investigative team found a record of him entering a storage facility on Titan a few weeks ago. Shortly after that, our planet's weather began to go haywire, K.E.N. began their terror campaign and "A9" started to be branded on their attacks, culminating with the Paris holo declaration by the Admiral. All ships in the solar system were ordered to Earth to help with search, rescue and emergency evacuation duty, EXCEPT the Manticore. It was sent to Titan, the Admiral's home, still without the Admiral back onboard from his vacation. Finally, we have reports tonight of another explosion, this time on Titan. Witnesses on the ground have reported a building's sub-basement was destroyed - a building with no filed business or personal designation. Again there are signs of K.E.N. involvement, along with a strike team from the Manticore. They were seen leaving the area of the attack with a full body bag. Within 20 minutes, another K.E.N. pronouncement was published, claiming that Starfleet had murdered one of its own, Admiral Atragon-9, because of his involvement with their cause. So many questions upon questions, but one thing seems clear. An unstable medical test subject was given access to Starfleet's most secret and deadly tools and the entire planet is now suffering the consequences. It seems that the fleet is cleaning up its own dirty laundry by this man's death, but how will they rationalize the thousands of people who have died at this man's hands? We demand a reckoning, a chance for the Truth To Come Out! People of Earth, don't let this travesty go unanswered, unresolved, unpunished! So, where does this strange Starfleet Admiral come into the story? About a week into the current weather pandemic, more and more severe events were followed up with K.E.N. declarations of responsibility and they were signed "A9," which is how his friends and colleagues refer to Admiral Atragon-9, the chief of Starfleet Special Operations. At one of the earthquake events in Paris, France, a holographic image of the Admiral appeared and stated K.E.N.'s responsibility for the act of weather terrorism.
