Subject : Aegis Treaty Revision Ratification and Portas From : Captain Muon Quark To : Ambassador Joy Two CC : Kith Ghemor, Ambassador Joy Seven, Capt Sorehl, Gen KVorlag, Cdr Chirakis Your Radical Ambassadorness, You misunderstand chain of command. Although it is indeed true that various civilian authorities make various policies for the continuing operation of Sky Harbor Aegis and other facilities throughout the UFP, Starfleet is in charge of running this facility and said civilian authorities defer to Starfleet for the continued operation of this facility. If there needs to be a change in standard operating procedures, the aforementioned civilian authorities (and Starfleet as well) will meet and then decide on the policy and then Starfleet will then send the policy to me. That is the chain of command. This needs to be in place or else I would have dozens and dozens of "civilian authorities" contacting me each day trying to tell me how to run this facility. I am also sure that most of those orders would contradict each other and chaos would reign. For instance, the President of the UFP would never contact me directly (unless it was an extremely urgent situation) and tell me to increase my patrols in a certain sector. For one thing he doesn't have the time to do that with every single facility in the UFP. What he will do is look at various intel reports and then listen to the recommendation from his staff (which includes Starfleet) and then make a decision about the patrol area. That decision will filter down to me via Starfleet. Like it or not Ambassador but Starfleet is my direct chain of command and the civilian authorities should understand that and adhere to it. I'm sorry if that disagrees with you. I will discuss this no further. Now with regards to Drankum. You are completely mistaken in your assessment. He is Ferengi. The only thing anyone needs to know about Ferengi is their desire to make the best deal possible. That is what his "fillerbusting" is about. Him and the FCA are trying to figure out how to get the most out the addendum and the relocation. It is nothing more complicated than that. Again, if the diplomatic corps would approach him from that standpoint, I assure you that talks would open immediately. As the Commanding Officer of Aegis and a Ferengi, I am in a "conflict of interest" with regards to the FCA and must rely on the diplomatic corps to "negotiate" with them and with Drankum. I also do not have the time. I can be available for a meeting here and there but the diplomatic corps must spearhead the talks. Be forewarned, however, no one can negotiate like a Ferengi. Lastly, the Breen. Really Ambassador, do you actually believe that the UFP and Starfleet are mounting an invasion into Breen space? Is your intel so sparse? Subject : Aegis Treaty Revision Ratification From : Captain Muon Quark To : Ambassador Joy Two CC : Kith Ghemor, Ambassador Joy Seven, Capt Sorehl, Gen KVorlag, Cdr Chirakis Your Rebel Ambassadorness, Although it is true that the UFP appoints the Commanding Officer of Sky Harbor Aegis (barring any objections from all parties), this Commanding Officer is still under the jurisdiction of Starfleet Command for the overall operation of the facility. This is primarily due to the fact that a military background is required in order to adequately protect the station in the event of hostile attack. I cannot imagine anyone without command and military training from Startfleet who would be able to properly run this station. Rest assured, however, that the UFP and Starfleet work closely together to ensure that there are no contradictions in their orders for the station's Commanding Officer. In regards to the addendum that was submitted for the Treaty of Aegis, I assure you I had no hand in its composition. That came directly from the office of the President of the UFP and I became aware of it at the same time you did. Now as to Ambassador Drankum. I have indeed solicited the assistance of not only yourself, but the whole diplomatic corps, in an effort to understand what the Ferengi position will be on the addendum and the relocation of the station. Being a Ferengi myself, I would highly encourage that the diplomatic corps begin looking at this whole situation as a business deal. As you are aware, the Ferengi people ARE business people and always looking for the best deal with the best profit. If the diplomatic corps would proceed with that in mind, then I believe it will go a long ways towards understanding what the FCA and their representative are looking for. Diplomacy is the key. I leave this issue in the most capable hands of the Diplomatic Corps. I am sure that yourself, Kith Ghemor, Capt Sorehl, and Gen KVorlag can all work together to find out what the Ferengi want. As you are no doubt aware, the decision of where to move the station has been made and I must begin preparations at once. We have a very short time to bring the Ferengi onboard with this move and prepare the station for the tugs that will be arriving. I am counting on all of the diplomatic corps to make this transition as smooth as possible. If the diplomatic corps is unable to work together to resolve this issue, please let me know and I will seek the guidance and advice of Starfleet and the UFP. The reason will become clear by the time you've finished reading. First, Commander Chirakis will be your interim Executive Officer until a permanent one can be assigned. She haS no prior knowledge of this assignment and may not take the news very well but she is a Starfleet Officer and will do her duty. You are probably wondering why I chose Chirakis. The decision was two-fold. Number one, you two know each other and have a history. You'll need that considering where Aegis will be relocating too. Second, her expertise in intel will serve you very well in the Portas System. Yes, I said the Portas System in Breen Space. For the last year very strange reports and readings have been coming from Breen space. I have attached all the information we have so far. It's not very much but what we have is not good. Please have your people review the data as soon as possible and then report to me any findings via secure channels only. I fear this is bad, very bad. We have sent several vessels into Breen Space to investigate but have lost all contact with them. I have several ships on the outskirts of Breen space but I am not sending anymore in until we know what's going on. As you know, with budget cuts the way they are, things are tight all over and I do not have a whole lot of ships to commit to this. With the Cardassians being restless to be on their own, Aegis became a perfect vehicle to investigate the Breen. The President is in talks with the Grand Nagus of Feringinarr but as you know, the talks are slow as we have to be very careful with what we say to the Grand Nagus. I urge you to urge your diplomatic staff to meet with the Ferengi representative on Aegis as well. That way we're "coming at them from both sides" as the humans say. This must be done within the next week as the crisis in Breen space is getting worse. Kidnap him, throw him off the station, put him on Cardassia, I don't care.   4. The following has taken place over the last year: For approximately the last year, odd things have been going on with the Breen. It started when communications traffic coming from the Breen system began to decrease and become sporadic. It was a gradual decrease but by the time someone was sent to investigate, it was too late. At the same time, various trade routes that the Breen normally engaged in began to suffer and some eventually ended with no word at all. There was a flurry of ship movement detected a few months ago and then..... no activity at all. Any ship passing by would note an increase in tetryon particles and cosmic storms. They would also note the decrease in comm traffic and ship movement from the Breen. Listening posts for the Federation have seen and recorded the same thing. Concerned, the UFP sends numerous messages to the Breen government but they never respond. Eventually Starfleet sends in a ship but it is not seen or heard from again after it enters Breen space. They send in one more ship..... same thing. Now all is quiet within Breen space for the time being. No comm traffic, no ship movements, nothing........ One Starfleet ship sits on the outskirts of Breen territory listening, waiting. It sends repeated hails for the two missing ships but the hails go unanswered. Its hails to the Breen homeworld are likewise unanswered. If there are any other ships in the area, they go undetected. This data is available to anyone who is looking towards Breen space and is listening in. There may be other intel available from other governments but so far, this is it. Everyone is left to wonder what is happening over in Breen space. Has there been an outbreak of disease? Has there been a war? Was there a devastating accident on their homeworld? Did the Breen just decide to pack up and leave? Where are the Breen?

  6. Thot Mintur is walking briskly down the hall of the research facility where he is the Commanding Officer. This particular morning he is heading to his office to begin the day's work. Nothing is out of the ordinary, everything appears to be the same. He is reviewing, in his mind, the appointments he has today and he is not looking forward to them. Especially the meeting with leader of the Breen Confederacy. Always asking for updates, always wanting an exact time frame. He sighed irritably although to the human ear, it sounded like a collection of garbled electronic sounds. Suddenly, an alarm klaxon starts blaring throughout the facility and the lights in the hallway begin to flicker and glow a bright red. Mintur is startled out of his reverie and his comm device begins beeping urgently. Before he can respond, something like an electronic wave rushes up the hallway and envelops him. Mintur is knocked to the ground as the wave hits him. He struggles back to his feet and tries to answer the comm device again. "Mintur here, what is it?" he barks into the device. "Thot Mintur, there has been an accident on level 10." the voice replies urgently. Mintur's face pales. Level 10........ "On my way. Have the emergency teams meet me there." he replies as he begins running down the hallway towards what the Breen would call a turbolift. He enters and immediately heads for Level 10. He is shaken to the core of his being. Of all places to have an accident, level 10 is the worst place to have one. A few seconds later the TL stops. Mintur steps off the TL and then stops abruptly, his face skewing into a perplexed and confused frown....... TO BE CONTINUED
  7. == /\ == INCOMING TRANSMISSION ==/\== FROM: Starfleet Command TO: Commanding Officer, Sky Harbor Aegis RE: Sky Harbor Aegis Captain Quark, As you are no doubt aware Commissioner Sorehl, after an extensive 6-month investigation, presented a report to the UFP on the current status and mission of Sky Harbor Aegis. Included in the report were recommendations as to the future of said mission. In addition the UFP has been looking at Sky Harbor Aegis for the past year to determine if its mission needs to be revised. After extensive research, interviews, and after reviewing Comissioner Sorehl's report, we believe the time has come to let Cardassia "stand on their own feet". To that end, the decision has been made to relocate the station to a more suitable location. The exact location has not yet been determined but a decision should be reached within the next few weeks. Once the decision is made it is imperative that you begin preparations to move the station at once. We realize that an addendum to the existing treaty will be required and said addendum is being drafted as we speak and when completed will be forwarded to all interested parties, including the Ferengi Commerce Authority and its representative. Let me be very clear that we do not wish to withdraw from the treaty, only alter it. We are confident that an equitable compromise can be reached between all parties. Support for this move will be provided by the Starfleet Corps of Engineers and various other agencies. They will arrive on station shortly after all necessary paperwork is completed. I strongly advise, however, that you begin talks with the Cardassians immediately. The UFP has been in contact with them already and the Cardassians are more than willing to discuss the terms of this move with the staff currently on Sky Harbor Aegis. Please do no hesitate to contact me with any questions that you may have. The UFP and Starfleet are here to help you make this transition as smoothly and efficiently as possible.   9. Actually I thought the idea for Enterprise was an excellent one for a TV series. I would have done it differently tho. The series would be all about how Starfleet came about and the Federation. First contacts with the different species, meeting the ancestors of everyone (Kirk, Spock, Picard, etc), the creation of the Prime Directive, the building of Starfleet Academy, the perfecting of star trek technology, the forming of all the treaties, the creation of the neutral zone, etc. I think it would be cool to have a series that shows how everthing happened and then progressed.

  12. Muon watched the battle unfold from her viewport in extreme frustration. Her comms were down along with several systems so she was unable to contact Aegis. She was sure that Brown and Hawke had their hands full with what was happening and knew they would defend Aegis to the best of their abilities. She wasn't worried about Aegis. She was worried about the fleet.... As the battle progressed her pod drifted slowly towards Aegis with an agonizingly slow speed, her pod buffeted this way and that by shock waves from the battle. Muon watched in horror as the Lakota was lost, then the Halnock. Then she watched with grim satisfaction as several of the 8472 ships were destroyed. At some point she thought she saw the arrival of Romulan warbirds but she was unable to confirm that. Then she saw the Yorktown heading towards her pod; they had seen her. The Yorktown was rescuing pods and it appeared the Romulans; yes she could see there were Romulan warbirds now; were providing some cover. Suddenly the Yorktown was attacked and the shock wave hit the pod and Muon was knocked to the floor. When she righted herself, she could not see anything from the viewport. The shock wave had knocked the pod off course, aways from the battle. She didn't know if the Yorktown had been lost or not. Then another jolt hit the pod and Muon recognized the sounds of her pod being tractored. Someone was picking her up finally. Excellent. When the pod was secured, Muon rushed to open the hatch of the pod. It opened with a whoosh. The sudden bright lights made Muon's eyes water and she had to squint. Her vision cleared and she blinked a few times. When she could finally see clearly again, her eyes narrowed. She could not believe it. Of all the people........ "Where the hell did you come from?" Muon sneered at the person before her.
  13. The battle was quick and ferocious, all sides taking loses and heavy damage. In total, the loses are as follows: Federation Fleet: USS Lakota - Lost with all hands. USS Pandora's Box - Lost. All personnel managed to evacuate in escape pods. USS Yorktown - heavily damaged, no personnel lost. 6 other Federation ships heavy to moderate damage, total of 250 personnel lost. Cardassian Fleet: Halnock - Lost with all hands 5 other Cardassian ships heavy to moderate damage, total of 224 personnel lost Romulan Fleet: 12 ships, moderately damaged, no personnel lost Sky Harbor Aegis: Structual damage on various decks, various downed systems, shield down. Weapons at 80 percent. Defense grid, moderate damage. Species 8472 6 ships lost with all hands 2 other ships, heavily damaged. 1 ship unaccounted for, presumed lost at the First Federation Outpost Unknown small vessel: Undamaged. Captain Quark's escape pod on board. First Federation: 2 unknown ships, no damage Messages start going out fleet wide, to all federation ships, stations, news services, and outposts. They also go to all diplomatic consulates. Why did 8472 attack the First Federation? Where has the First Federation been all this time? What is happening on Aegis with the First Federation? What happened to the 8472 ships that were not destroyed? These and other questions are passing between many people and places........

  16. ON THE PB: The Pandora's Box takes off from Aegis and heads right into the patrol route of the Cardassians. Muon grits her teeth and does not alter the PB's course. She had sent several messages to the Castellan that clearly laid out the PB's course and intentions, along with a list of the ships Starfleet would be sending this way. It was difficult now to predict how the Cardassians were going to respond to not only the PB's presence, but several other Federation ships as well. ON THE CARDASSIAN SHIP HALNOCK: Gul Traack, Captain of the warbird Halnock, watches the PB's progress on the view screen. He is seated in his chair on the bridge, his hands meeting at the fingertips across his chest. He is studying the view screen intently. So, he thinks to himself, Aegis is proceeding as they said they would despite the warnings. Just as he thought they would. He smiles and then barks an order to his communication's officer and then helm. Several of the Cardassian ships alter course and head towards the PB. ON THE PB: "Captain, several Cardassian ships have broken off from their patrols and are moving to intercpet", Ens OhNo, the tac officer, suddenly reports and looks up from his console to Captain Quark. "Very well Ensign, maintain course and speed." Muon replies with determination. The Ensign acknowledges with a slightly worried expression but the PB continues towards the patrol route of the Cardassians. She sends out repeated hails to the Cardassian patrols. All of this is being monitored by Aegis and by the Cardassian Castellan. ON THE HALNOCK: Gul Traack ignores the hails from the PB. Let them wonder, he says to himself smiling. It was time to teach the arrogant Federation a lesson. No longer would the Cardassian people stand for this Federation arrogance. It was time to make a stand... MEANWHILE, at the nebula where the Yorktown came under attack..... Six more ships of 8472 design exit the nebula and make course for the same place as the previous two. A remote listening device picks up this activity and relays the information to various places, Aegis included. The ships, once again, pay no attention to a small freighter as it makes its way to earth. The Captain of the freighter breathes a sigh of relief as the six ships pass him and leave his ship and crew unharmed. He had just received the All Points Relay from Starfleet and quickly prepares a message of his encounter. He sends it Priority One to Starfleet. USS LAKOTA (EXCELSIOR CLASS): The fleet was under the command of Adm DeSalle who was aboard the Lakota. They were en route to the First Federation outpost to investigate the reports of being under attack by species 8472. DeSalle was now on the bridge reading a report received from the freighter Global 1 and their encounter with six new ships. He had just finished reading the intel reports surrounding Aegis when this new report had come in. His frown grows more pronounced as he reads. As he finishes reading the report, a message is received from Starfleet. It is a message containing information that a remote listening device detected. It confirms Global 1's information about the six new ships. Aegis receives the same message.
  17. = /\ = ALL-POINTS RELAY = /\ = FROM: Starfleet Command TO: All Starfleet Personnel RE: Fleet Alert Status Be advised that as of 0600 hrs the President of the United Federation of Planets has increased the alert status of the Fleet to YELLOW. This is in response to the attack on the USS Yorktown by what is now known as species 8472 and the subsequent emergency communication received from the First Federation outpost indicating they were under attack by Species 8472. The message from the First Federation indicated that 8472 has communicated with them and warned that more of their ships are on the way. It is unknown at this time why the First Federation has been specifically targeted. The First Federation had, until recently, been conducting quantum singularity experiments on a remote unknown planet but it is unknown at this time whether these experiments have anything to do with the sudden attack. Several Starfleet vessels have been dispatched to the First Federation outpost to investigate. Any new information concerning this situation is to be sent to Starfleet immediately, Priority One.
