Shortly after his birth, his father died when the science lab he was working in exploded. In order to support her son, his mother took a job on a freighter as a cook, and sent her son to live with her parents who had resettled at the Federation colony of Amais VII near the Romulan Neutral Zone. Though his life was not easy on Amais, Moran lived fairly comfortably. At age 18, in 2370, Moran applied for admission to Starfleet Academy but his application was denied. Afterwards he took a position at security firm on Amais. Galo Corp provided ship security for freighters passing in the sector, and Moran quickly established himself a model employee for Galo Corp. In 2374, as the Dominion War began to flare, Starfleet began looking for qualified civilians to fill the thinning ranks, especially in the high-risk zones. Moran was drafted as a non-commissioned officer in Starfleet Infantry. Later the Infantry would be absorbed wholly into the newly expanded Marine branch of Starfleet. During the course of the Dominion War, Moran established himself as an excellent soldier, earning numerous commendations. He fought in seven major battles, including the Battle of Chin'toka. At the completion of the Dominion War, Moran made the decision to become a professional soldier and he reenlisted for another term of service. He spent the next years on various assignments around the rebuilding Federation. In 2380, when the infantry was collapsed into the Marines, Moran found himself in a Marine battalion destined for the Gamma Quadrant. Over the next months, he would battle rebel Jem'Hadar, Al-Ucardians, Ertans, Monagh, and Scorpiads until his unit was rotated out of the Gamma Quadrant. From 2385 till late 2391 the now Master Sergeant served at Starfleet HQ as a drill instructor for the Marine Corps. When the Federation entered the Romulan Civil War in 2391, Moran was called into action once more, fighting in a number of engagements including the final battle for ch'Rihan. With Romulus secure, Moran was stationed with the 26th Marine Battalion. The 26th was charged with cleaning up the remains of the Tal'Shiar Resistance, a task they would complete in 2395. With the signing of the Treaty of Versailles signaling the end of all combat in the Romulan Empire, Sergeant Major Borel returned to his position at Starfleet Academy In 2397 he was tapped to be the chief NCO of the 139th aboard the newly commissioned USS Agincourt.
