  1. Preliminary Investigation Report 1204.30 Please note that this is preliminary report only and subject to many changes. Victim: Bar'Wir Cause of Death: Murder / Blunt Force Trauma to the Head. Location: Cargo Bay One. Witnesses / Persons of Interest: Cmdr. August Jax Robinson, Lt. Cmdr. Dave Johnson, Misha(guest) Summary of Events: At 23:18 hours I received a call from Security Officer Juan that Cargo Bay 1 had lost power and he requested permission to move the refugees located inside to Rec Lounge 2 until the power came back on. I advised the officer not to move the refugees unless absolutely necessary and instead to install portable lighting in the cargobay until the power was restored. Unbeknownst to me, the decision was made to relocate the refugees to Rec Lounge 2 anyway. Security Officer Juan called for engineering to respond to the power outage around the same time that he called me. Lieutenant Commander Johnson was the initial responder to that call. At 23:20 Johnson contacted me, requesting a security escort while in the cargo bay. I dispatched a second team to the scene to escort him safely. At 23:25 Commander Jax-Robinson joined Johnson in attempting to repair the power outage. Around 23:25 I also headed toward the cargo bay to investigate the disturbance. The cause of the power outage was determined to be a spanner that was jammed into a junction box. At 23:27 one of the refugees (Misha) returned to the cargo bay (without security approval/escort) in an attempt to locate a missing refugee. At that same time I also arrived in the cargobay to notice the power still off and the refugees had been moved. At 23:28 the power was restored. At that time, the refugee Misha screamed and alerted me to the presence of the deceased. (Bar'Wir). The victim appeared to have been killed by Blunt Force Trauma to the Head (possibly caused by the same spanner mentioned earlier). I initiated a security alert at that time and notified the bridge of the situation. I ordered security to secure all guests on the ship and to hold them at their current locations. By 23:35 I had the scene secured and I detained all significant witnesses (Misha, August, Dave) in the brig until statements could be taken. By 23:40 both Medical and Science had arrived to assist with processing the crime scene. At this time I currently have no significant leads as to a murder suspect and the investigation is ongoing. It would appear that Bar'Wir was murdered by one of his fellow refugees and then the power was cut to facilitate the escape of the murderer. (conjecture at this point) Motive is unknown.

New Pet Restrictions in place as of 0703.01: Due to intergalactic incidents, the following animals are now restricted species onboard the USS Republic: Any animal of the Anseriformes order and all families and subfamilies therein, including (but not limited to) Ducks, Geese, and Swans. This restriction applies both to venomous and non-venomous varieties. !!ATTENTION!! Official Shipboard Policy Regarding Pets [security Policy 0493a]: 1] Animal must weigh less then 15 pounds. 2] Animal must not be lethal or dangerous. Must not possess any venoms/toxins/poisons. Must have a non-threatening demeanor. 3] All pets must be contained to quarters when unattended. All pets must be appropriately restrained and under the control of a responsible person while in common areas of the ship. Pets are not allowed in restricted areas of the ship. 4] All pets must be spayed or neutered. 5] Animal must not be from the Anseriformes order of animals. Before bringing your pet onboard, please be sure to arrange quarantine accommodations within sickbay and submit your animal for medical evaluation. Your pet must remain in quarantine until approved by the Department of Security to be released. You must submit the following to the Security office before your request will be considered: 1] A detailed profile of your pet (including holographic images) 2] Certification from the Chief Medical Officer that your pet: - Is not diseased, unhealthy, venomous, toxic, poisonous, or in any way harmful to any occupants onboard the ship. - Is Spayed, Neutered or otherwise unable to breed in any conceivable manner. - Weighs less then 15lbs / 6.82kgs - Has a DNA profile and medical exam on file with the Medical Department. Please note that the Security Department does not have the authority to approve any pet that does not meet with the requirements laid out in Security Policy 0493a. If your pet does not meet with said criteria, then you must submit registration directly to the CO for approval. Failure to comply with these restrictions will result in confiscation of the offending animal, and disciplinary actions from your commanding officer.
