Background:
Charlotte Harper was born in 2359 on the Empire Colony world Telana Minor. Her mother Cassandra was a political aide with a promising career; her father Matthew stayed home to raise Charlotte. Although her parents had wanted a larger family, Harper remained an only child.

In 2372, when Harper was 13, her mother arranged the disgrace of the regional councillor, and was elected in his place. The family moved to the capital city, New Providence. New Providence was a moderately busy spaceport, housing a Starfleet supply depot utilized primarily by terraforming vessels.

Harper entered Starfleet Academy in 2377, shortly after the conquest of Cardassia. Patriotic fervour ran high, and the rich plunder promised by the new territory was a strong inducement to join the fleet.

At the Academy, her instructors noted her tactical and strategic skills, as well as a certain penchant for unorthodox problem-solving and ruthlessness. She came to the attention of Major Alexander Donovan following an incident involving three senior cadets, two daggers, and one forged security datacard. Major Donovan sponsored Harper into the Starfleet Marines, the Empire's elite enforcement arm.

After graduation, Harper entered a grueling two-year program designed both to provide additional training and to weed out weak or unworthy candidates from the Marine forces. Following that program, she spent three years stationed out of various outposts in ex-Cardassian space, pacifying the inhabitants and overseeing Imperial colonization. She also did tours on the U.S.S. Kyushu and at Starbase 247.

In 2391, Harper was tapped to be part of the advance force assaulting the Romulan Empire. For almost three years she served with the forces conquering various Romulan and subject worlds. In 2393, at the battle of Romulus, Harper was severely wounded, though she successfully dispatched her assailant. She was placed first on medical leave and then in a teaching assignment while completing her recovery.

While on Earth, Harper heard about the Prometheus project, and promptly determined to utilize it as a step back to field duty. She quickly ingratiated herself with the project supervisors, and ensured that she was placed in the queue for a command position. With the completion of the ninth Prometheus-class vessel, the I.S.S. Agincourt, Harper was offered the position of Marine Commander and Executive Officer.
